Hackthorn & Cold Hanworth Parish Council

Minutes of the meeting of Hackthorn & Cold Hanworth Parish Council held on Thursday 11th November 2021 at 7.30pm in Hackthorn Village Hall

Present: Councillors Pickering, Finney, Bright, Graves and District Councillor Grimble

1.   Apologies and their reasons for absence were received from Councillors Cracroft-Eley and Marsden and District Councillor England.

2.   To receive declarations of interest in accordance with the 2000 Local Government Act.  Members may make any declarations of interest at this point, but may also make them at any point during the meeting.  There were no declarations at this point of the meeting.

3.   Minutes of meeting 325 – These were read and signed as true record.

4.   Matters arising from those minutes.  Councillors discussed the ongoing water/foul smell problem on Main Street, along with the septic tanks. 

5.   County & District Matters to include: Christmas market is arranged and positive news about Gainsborough refurbishment including money towards the cinema.  Discussed grants for Queens Jubilee.

6.   Policing matters to include:

a.   Police Report – nothing to report.

7.   Highway Matters to include:

a.   2 signs and barrier at crossroads to be reported.

b.   Public footpath sign at Top Farm

c.   Cliff Road to A15 to be closed for 3 days for repairs.

d.   Discussed road towards CH from crossroads and discussed condition.

e.   Long Lane – condition to be looked at.

f.   Discussed forage harvesters and mud on road.  To be put on next agenda.

8.   Planning Matters to include:

a.   Neighbourhood plan – To be put on next agenda.

b.   Planning application numbers 143903 – Planning application for 2 storey side and single storey front extension and other internal and external alterations at Whale Jaws House, Brigg Road, Hackthorn Document List (west-lindsey.gov.uk) – No comment to be made.

c.   143985 – Anglian Water – Elsham pipeline, application received today, 11.11.21 – ask for an extension if possible.

9.   Financial matters to include:

a.   Financial update £7313.96

b.   Precept Estimate – members looked at and discussed the budget, including the possible costs regarding the war memorial.  After discussion it was agreed to put an estimate of £1950.00 on the form.

c.   Invoice from Hackthorn Village Hall Committee re hire £25.00 – This was agreed, a cheque was duly drawn up and signed.

d.   Reimburse Clerk £18.00 re Poppy Wreath – This was agreed, a cheque was duly drawn up and signed.

e.   Invoice from Community Heartbeat for battery for defibrillator - £223.20.  This was agreed, a cheque was duly drawn up and signed.

10.   War Memorial – Councillor Finney to ask Skillingtons, Stone workers to provide a quote for the War Memorial.

11.   Queens Jubilee – It was agreed that any event held should be for the parishioners, therefore a celebration with the school for the schools 150th anniversary should be separate.  Look for grants for the Jubilee.

12.   Litterpick – agreed for 04.12.21, 10am at the bus shelter.

13.   Any other items for discussion

a.   Road closure for war memorial – clerk to seek information.

b.   Red Arrows – emissions, Councillor Bright to draft a letter to Edward Leigh, MP.

c.   Defib – all set up with the defib.

d.   Co-option of Councillor

14.   Items for inclusion on the next agenda – nothing at this point.

15.   Correspondence put out for members to peruse.

16.   Date and Time of next meeting – 13th January 2022 at 7.30pm in Hackthorn Village Hall.
