HACKTHORN and COLD HANWORTH PARISH COUNCIL
Minutes of the meeting of Hackthorn & Cold Hanworth Parish Council held on Monday 6th November 2023 at 7.00pm in Hackthorn Village Hall
Present: Councillors Pickering (Chair), Bright, Graves, Marsden, Finney and Albone.
In attendance: The clerk.
1. Apologies for Absence – Cllr Cracroft-Eley.
2. To receive declarations of interest – There were no declarations at this point.
3. Minutes of meeting held on 12th September 2023- Signed as a true record.
4. Chair and councils comments- The footway repair has not been carried out as requested. Only some tarmac added to edge near the school. Further request has been made for it to be cleared. Cllr Bright has spoken with Chris Marsh, LCC Countryside, re clearance of footpath between Welton and Hackthorn. Some vegetation has been cut back round kissing gate. Also repair to some boards. Clerk to speak with Mr Marsh re clarification of future responsibility for clearance of PRoW.
5. Clerk’s report on matters outstanding:- Nothing to report.
6. Reports from outside bodies:- None. Clerk to attend Parish Council Engagement session on 14th December on council’s behalf.
7. Planning- None. No decision as yet regarding judicial review at Scampton.
8. LCC Highways matters:- Cllr Albone reported that part of the road near him has been repaired but the worst parts have been left. Clerk to report again.
9. Financial matters: H. Pitman: £266.80; Hackthorn Village Hall: £25. Payments approved.
10. To note general correspondence- circulated.
11. To further discuss village entrances following consultation with residents- Residents in favour of project however, the main funding stream at WLDC has been closed so is not financially viable at present. Defer until grant funding available. Clerk to ascertain cost of installation in meantime.
12. Update on war memorial alterations:- Cllr Finney reported that there has been no further progress. Cllr Bright to investigate notice board wall fixing on The Forge wall.
13. To approve budget & resolve on precept for 2024/25: Budget accepted and deficit noted. Council resolved to increase by 10% to cover some of the additional cost rather than use further reserves as advised by the clerk. Precept of £2425.
14. Items of information to be noted and if necessary to be dealt with at the next meeting:- Clerk to order a poppy wreath for Remembrance Sunday; litter pick and dates of meetings 2024/25 to be discussed at next meeting.
