Minutes of the Annual meeting of Hackthorn & Cold Hanworth Parish Council held on Thursday 12th May 2022 on the conclusion of the Annual Parish Meetings that start at 7pm in Hackthorn Village Hall

Present: Councillors Pickering, Finney, Marsden, Cracroft-Eley, Bright and Graves

1.   Election of Chair and signing of declaration Councillor Pickering was proposed and seconded.  He accepted, the forms were duly signed.

2.   Election of Vice-Chair and signing of declaration.  Councillor Finney was proposed and seconded.  He accepted, the forms were duly signed.

3.   Apologies and their reasons for absence – Apologies and their reasons for absence were accepted from Councillor Albone.

4.   To receive declarations of interest in accordance with the 2000 Local Government Act.  Members may make any declarations of interest at this point, but may also make them at any point during the meeting.  There were no declarations of interest at this point.

5.   Minutes of meeting 329 and 330 – These were read and signed as a true record.

6.   Matters arising from those minutes

Action points:

4i – No response to correspondence – SB following up.

4ii – Response regarding NHP from Mr N Brown – SB

7a – Potholes – These have been repaired where highways deemed needing work

11 – Litterpick – completed

12 – Co-option new councillor – Mr Albone has agreed to join the Parish Council

13 – email addresses – most new email addresses have been opened up.

14 – ditch spoil, reported on fix my street

7.   Matters arising from Annual Parish Meetings – Members discussed the water problem at Church Farm corner in Cold Hanworth.

To be reported online to AWA.

8.   County & District Matters to include:

a)   Code of Conduct (see email forwarded previously) – all members had perused the new code, it was unanimously agreed to adopt the code in full.  All members signed the relevant forms.

9.   Policing matters to include: 

a)   Police Report – members discussed the report.

10.   Highway Matters to include:

a)   Village Entrances – suggestions included gates and flowers.  Councillor Bright to investigate the cost.

b)   Footpath to Grange Farm corner – foothpath is very narrow.  To be reported on FMS.

11.   Planning Matters to include:

a)   RAF Scampton meeting (23.05.22) – Councillors Pickering and Cracroft-Eley to attend.

12.   Financial matters to include:

a)   Financial update - £9777.77 in the bank.

b)   Queens Jubilee Grant - £700 had been received from WLDC for the grant.  This money is in the bank account.  

c)   Insurance – see email with renewal of long term agreement – It was agreed to sign up for the long term agreement at a cost of £218.54 per year.  A cheque was duly drawn up and signed.

d)   LALC Annual Subscription £76.50 – This was agreed and a cheque was duly drawn up and signed.

e)   Clerks Salary – see email re NALC with agreed rates £10.21/ hr £796.38 – This was agreed, a cheque was duly drawn up and signed.

f)   To discuss donation to Signpost Magazine – members discussed and agreed to donate £150.00 to the Signpost.  To be put on the next agenda.

g)   To discuss donation to Hackthorn Village Hall – it was agreed not to donate at this time.

13.   War Memorial – Advice received from Dr Carrington of Skillingtons was to not clean the memorial at this time.  However it was discussed that an alternative to the leaded lettering could be a possibility.  Members discussed brass, laser cut or resin as possible alternatives.  Councillor Finney will investigate further.

14.   Defibrillator Rota – It was agreed that Councillors Bright and Finney and Maria and Joe Wass would continue with the defibrillator weekly checks.

15.   Any other items for discussion – Members discussed possible contracting for the website, clerk to obtain more details on costs etc.

16.   Items for inclusion on the next agenda – none at this moment other than those mentioned above.

17.   Correspondence – put out for members to peruse.

18.   Date and Time of next meetings – agreed as 14.07.22, 08.09.22, 10.11.22, 12.01.23, 09.03.23, 11.05.23, all meetings to be held in Hackthorn Village Hall and starting at 7.30pm with the exception of May 2023, this will be at 7pm.
