Minutes of the meeting of Hackthorn & Cold Hanworth Parish Council held on Thursday 8th September 2022 at 8.00pm in Hackthorn Village Hall
Prior to the commencement of the meeting there will be a public forum for a maximum of 10 minutes when members of the public may ask questions or make short statements to the Council.
Present: Councillors Pickering (Chair), Bright, Finney, Marsden and Albone.
1. Apologies for Absence - To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting were received from Councillors Cracroft-Eley, Graves and District Councillor Grimble.
The members of the Parish Council and the Clerk held a minutes silence to observe the death of HM Queen Elizabeth II
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. – There were no declarations of interest at this point of the meeting.
3. Minutes of meeting 333 and 334-These were read and signed as a true record.
4. Matters arising from those minutes- there were no matters arising.
5. County & District Matters to include: - there were no County & District matters.
6. Policing matters to include: an email had been received saying that a monthly newsletter will be sent out instead of the normal report from PCSO Law.
7. Highway Matters to include:
a) Village Entrances – members perused the photographs and discussed the various styles and materials available. It was agreed that Councillor Bright would investigate prices and details of the ‘gates’.
b) Potholes at Cold Hanworth have been sprayed with tarmac, these seem to be a good repair.
c) Road at Cold Hanworth to be reported from Glebe Farm to Mill Lane.
d) Flytipping at Glebe Farm to be reported along with flytipping at Mill Lane.
8. Planning Matters to include:
a) RAF Scampton meeting – No new date for the next meeting yet. Clerk to inform council when it is known.
b) 144872 – application for Land off Main Street, Hackthorn. To be put on agenda for 29.09.22.
9. Financial matters to include:
a) Financial update £7556.54
b) Bank mandate – clerk to resend to LP for updating.
c) Annual return –
i) Certificate of exemption – members agreed and resolved that the certificate be signed.
ii) Annual Governance Statement – members perused and resolved that the statement be signed.
iii) Statement of Accounts – members perused and resolved that the statement be signed.
d) Invoices from Hackthorn Village Hall totalling £50.00 (2 bookings Jul and Aug) – it was resolved to pay this invoice.
e) £180.00 invoice from LALC re website management – it was resolved to pay this invoice.
10. War Memorial – After discussion it was thought that it would be too expensive to re-lead the memorial. Alternatives could include a plaque on the wall or separate plaques for WW1 and WW2. This could be in resin or an alternative material. Councillor Finney to research and source quotes.
11. Replacement Clerk – To be advertised in LALC and Welton News.
12. Policies, procedures and standing orders – Clerk to resend the documents.
13. Defibrillator pad renewal – Clerk reported that the pads are out of date at the end of October 2022. New pads would cost £46 plus VAT per pair, 2 pairs would be needed along with an updated rescue safety kit. Resolved that the clerk order the necessary items.
14. Red Arrows – no response as yet, to be put on the next agenda.
15. Lives – invitation to an afternoon with Lives on 15.09.22 at Epic Centre (12.30-3pm) – no one to attend.
16. Clerks report to include:
a) Website – a banner had been placed on the homepage to observe the death of HM QE II.
17. Councillors’ reports: Councillors’ reports and items for inclusion on the next agenda: Councillors are requested to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. Councillors are respectfully reminded that this is not an opportunity for debate or decision making.
a) Members arranged a date for the litterpick of 15th October 2022, 10am in the bus shelter. Clerk to request the usual equipment from WLDC.
18. Correspondence – put out for perusal.
19. Date and Time of next meetings – 29.09.22 and 10.11.22, 7.30pm in Hackthorn Village Hall
