Minutes of the meeting of Hackthorn & Cold Hanworth Parish Council held on Thursday 25th August 2022 at 7.30pm in Hackthorn Village Hall
Present: Councillors Pickering (Chair),Graves, Cracroft-Eley, Marsden, Finney and Bright.
Prior to the commencement of the meeting there will be a public forum for a maximum of 10 minutes when members of the public may ask questions or make short statements to the Council.
1. Apologies for Absence - To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting – Apologies and their reasons for absence were received and accepted from Councillor Albone, PCSO Law and District Councillor Grimble.
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. There were no declarations at this point of the meeting.
3. Planning Matters to include:
a) RAF Scampton meeting – feedback from meeting and to consider a response (see separate email) – Members discussed the feedback at length. The discussion included possible timescales for WLDC and potential bidding partners and the potential use of the site.
7.33pm Councillor Bright enters the room.
Members discussed the potential uses – housing, leisure industry, heritage and aircraft provision. The A15 route was also discussed.
b) Planning application – 145096 - Hybrid application for proposed 57km pipeline scheme between Elsham and Lincoln Document List (west-lindsey.gov.uk) – Members discussed this application, Councillor Cracroft-Eley declared an interest as the application may be over land owned by him. After discussion about the layout, disruption to roads and the community, members asked for the following response to be sent:
Hackthorn and Cold Hanworth Parish Council request that all roads are kept clean when the works are taking place. They ask that there is minimum disruption for farmers whilst the scheme is completed. The Parish Council ask that sufficient notice is given to the community regarding any road closures.
c) 145254 - Planning application for proposed single storey rear extension & alterations to dwelling at Mannaseh, Main Street, Hackthorn. Document List (west-lindsey.gov.uk) Members discussed the application and it was resolved to not object to the application.
4. Councillors’ reports: Councillors’ reports and items for inclusion on the next agenda: Councillors are requested to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. Councillors are respectfully reminded that this is not an opportunity for debate or decision making.
a) Police report – nothing to report.
b) Next agenda – bank mandate, war memorial, gates and entrances, clerk replacement, defibrillator pads.
5. Resignation of Clerk – members were sorry to hear of the clerk’s resignation, and thanked the clerk for the work over the years. An advert has been placed in the Signpost Magazine for September. Councillor Pickering to contact LALC for a contingency plan in case no one applies for the position. Clerk to look at placing the advert in Welton and Dunholme magazines and also on NextDoor.
6. Policies, procedures and standing orders – to discuss moving forward with documentation – Clerk to find out what the priority is for the documents and update at the next meeting.
